Overview of the Negotiating Proposals Submitted in the First Phase of Negotiations on

Continuing the Reform Process in Agriculture

The purpose of this paper is to provide an overview of the proposals tabled under the first phase of the negotiations on continuing the reform process in agriculture. It is intended as an informal aide-mémoire or ready reference to the main features of the proposals. It does not include the background or rationale for the proposals contained in the submissions by Members, nor has an attempt been made to exhaustively reflect the proposals. The only complete and authoritative source remains, of course, the proposals submitted by Members.

This aide-mémoire is without prejudice to the positions of Members as set out in their proposals or to their interpretation of the provisions of the WTO Agreements, in particular the Agreement on Agriculture and Article 20 therein. It does not in any way form part of the basis for the negotiations. No implications should be drawn from the classification system used in this paper or the allocation of specific proposals under each heading, which generally follows the structure of the proposals submitted by Members but necessarily remains to some extent subjective.

The paper starts with proposals related to (A) market access and moves on to cover (B) domestic support, (C) export competition and (D) export restrictions and taxes. Where proposals relating to special and differential treatment and non-trade concerns have not been covered under the headings (A)–(D) they are reflected in sections (E) and (F) respectively. Other issues are included in section (G). Proposals are presented in alphabetical order by the Member(s) or group of Members concerned.

An identification of the composition of country groupings and a list of the negotiating proposals submitted by Members is contained in Annex I and Annex II, respectively.
