Integrated Development of Tree Borne Oilseeds by National Oilseeds
& Vegetable Oils Development (NOVOD) Board
National Oilseeds and Vegetable Oils Development (NOVOD) Board is
exploring and augmenting the potential of Tree Borne Oilseeds (TBO’s) in the
country by undertaking activities like nursery raising, plantation,
installation of pre-processing and processing facilities, capacity building,
need based research etc.
Board has initiated plantation programme of Jatropha curcas, and
Karanja (Pongamia pinnata) for
Bio-diesel production in the country. Large-scale
plantation has been planned in the country and beginning has been made by
organising plantation of Jatropha and Karanja in about 5873 ha (Jatropha 4200
ha & Karanja 1673 ha) area in the states of A.P., Bihar, Chattisgarh,
Delhi, Gujarat, Haryana, Karnataka, Maharashtra, M.P., Rajasthan, Tamil Nadu,
Tripura, Uttranchal & U.P. The compact plantation of Jatropha in 200 ha
area using elite planting material developed through institutions of
Department of Bio-Technology, Govt. of India has been organized in U.P. and
Haryana to serve as source material for future plantation. Besides, 5.10 lakh
seedlings of other TBOs like Neem 900 ha(A.P., Bihar, Maharashtra and Tripura)
wild apricot 1938 ha (H.P., J&K and Uttaranchal), Simarouba 185 ha (Maharashtra
and Tamil Nadu), Cherua (Uttaranchal 2.4 ha), Jojoba (Haryana – 10 ha),
Kokum 25 ha, Tung 100 ha and Mahua 100 ha is in progress in potential States.
The programmes are implemented through State Department of Agriculture,
Horticulture, Forests, State Agricultural Universities, etc. Under awareness
programme about 12400 nos. of farmers have been trained and motivated for
raising TBOs by conducting 124 nos. of farmers training in the various States.
Similarly, 4500 nos. of field-level functionary and volunteers have been
trained through 45 nos. of Trainers training programme.
Installation of 18 nos. of oil expeller is under progress in the States
of A.P., Chhatisgarh, Delhi, Gujarat, Karnataka, Rajasthan, Tamil Nadu, Uttar
Pradesh, Bihar, Karnataka and Tamil Nadu.
Board has initiated R&D Programmes on Jatropha & Karanja for
Bio-Diesel production by making networking of 25 institutions in the entire
country with desired objectives. Similarly, National Networking of
institutions have also been made for promotion of other TBOs like wild
apricot, cheura in the potential States. Integrated efforts for development of
TBOs will be made by exchanging the planting material and technical know-how
among the institutions.
Keeping
in view the role of women farmers and their participation in oilseeds
cultivation, ICAR has developed gender friendly equipment and efforts are
being made to make these equipments/implements available to women farmers’
beneficiaries. Under ISOPOM for oilseeds and pulses developments programmes, a
higher rate of subsidy/assistance is being provided to the Women Farmers under
the components of sprinkler sets and pipes for carrying water from source to
the field . Assistance @ of 50%
cost of the sprinkler set or Rs.15000 per set which ever is less is being
provided to the women farmers where as 33% cost of the set or Rs. 10000 per
set whichever is less is being provided to other categories of farmers. Under the component pipes for carrying water from
source to the field , assistance @ of Rs.15000 is being provided to women
farmers for length of 210 meters of pipes whereas the assistance @ of Rs.10000
is being provided to other categories of farmers. For OPDP, under ISOPOM,
assistance is being provided to women farmers under the component of drip
irrigation to the tune of 50% of the cost. Assistance is also being provided
to women farmers under other components. Efforts have also been made to
involve farm women groups to undertake the activities of maize production.
Under UNDP Sub-Programme on Maize, the priority for implementing the programme
activites is also being given to women under trainings, capacity building,
seed production and other programme activities like demonstration etc.

provided to women farmers under these schemes are given in Annexure-I.
Programme
on North-Eastern States
Under
ISOPOM, only oilpalm development programmes are being implemented in the
States of Assam & Tripura, since other North-Eastern States are not major
producers of oilseeds, pulses and maize, they are not covered under ISOPOM.
However, such States are permitted to undertake oilseeds, pulses and maize
production programmes under the Macro Management Scheme.
Frequency of updation:
The
State Governments have been requested to furnish the monthly progress reports
of physical and financial achievements regarding implementation of various
programmes under ISOPOM in their
States. Based on the reports received from the State Govts. and the concerned
directorates, the data is updated on a regular basis. A quarterly return
regarding unspent funds lying with the State Govts. and implementing agencies
under the schemes is also furnished to the Ministry of Finance throught IFD.
