Crops Production 2002-2003   

      The overall production of food-grains for 2001-2002 is estimated at 211.32 million tonnes which is 15.40 million tonnes more than the last year.

Ø      The production of Rice during 2001-2002 is expected to be slightly lower than the targets.  Production of Rice during 2001-2002 has been estimated to be 91.61 million tonnes as against the target of 93.00 million tonnes.

Ø      The production of Wheat for 2001-2002 is estimated at 71.47 million tonnes against target of 78 million tonnes.

Ø      The Coarse Cereals production at 34.72 million tonnes for 2001-2002 is more than the target of 33.0 million tonnes.

Ø      The estimated production of Cotton during 2001-2002 at 11.69 million bales is higher by about 2.14 million bales of 170 kg. each compared to 2000-2001. 

Ø      The Sugarcane production during 2001-2002 at 292.2 million tonnes which is slightly lower than the all time record during 1999-2000 at 299.32 million tonnes.

 

Kharif crop prospects 2002-2003 – estimated production: 

Ø      The overall Kharif foodgrains production during 2002-2003 is estimated to be 90.64 million tonnes compared to last year’s  production of 111.51 million tonnes.  This is attributed to drought, floods and adverse agro-climatic conditions in certain areas of the country.

Ø      The Kharif rice production is expected to be 66.86 million tonnes. 

Ø      In Kharif Coarse Cereals, inspite of moisture stress the total production is estimated to be 19.54 million tones. 

Food-grains Production Performance During 2001-2002 

            During 2001-2002, the production of Rice was 91.61 million tonnes as against the production of 84.87 million tonnes during 2000-2001.  The production of Wheat was 71.47 million tonnes during 2001-2002 as against the production level of 68.76 million tonnes during 2000-2001.  The production of Coarse Cereals during 2001-2002 is estimated at 34.72 million tonnes as against the production of 31.62 million tonnes during 2000-2001.

Crop outlook for 2002-2003: 

            The Planning Commission fixed the target of foodgrains production for the 2002-2003 at 220.00 million tonnes.  The broad crop-wise break up of targets of production for 2002-2003 are as under :-

Achievements
Rice
 

            The area coverage during 2001-02 is estimated at 43.92 million ha. as against 44.36 million ha. during previous year.  The production was estimated at 91.61 million tonnes during 2001-02.  The area coverage during Kharif, 2002 is reported to be less as compared 2001-02 due to drought particularly the states of Uttar Pradesh, Rajasthan, Madhya Pradesh, Chhatisgarh, Andhra Pradesh, etc. while rice has been damaged by flood in Bihar.

Wheat 

            Wheat production has, by and large, shown consistent increase in the country.  The contribution of Wheat production to the total foodgrains has increased from 14 per cent during 1965-66 to about 35 per cent during the year 2000-01.  In terms of volume, it has increased from 10.40 million tones during 1965-66 to 76.37 million tones during 1999-2000, an all time record in Wheat production.  However, during the year 2000-01, a set back in Wheat production was noticed because of adverse weather condition resulting wheat production to a level of 68.76 million tones.  The states of Gujarat, Madhya Pradesh, Maharashtra and Rajasthan experienced severe drought condition resulting in less area coverage and poor crop growth.  During the year 2001-02, wheat production has been estimated to a level of 71.47 million tones.  The main reason for less wheat production as against the target of 78 million tones was rise in temperature during the months of March and April 2002. The target for the year 2002-03 has been kept at 78.0 million tonnes.  The area coverage under wheat during 2002-03 in the states of Madhya Pradesh, Rajasthan, Gujarat and Maharashtra is less than the normal which may result in low production of wheat.

Coarse Cereals 

            The production target of Coarse Cereals during 2002-03 is 33.00 million tones of which target for Kharif is 25.84 million tones and Rabi is 7.16 million tones.  The first advance estimates provided by the Directorate of Economics & Statistics, indicate that Kharif production is likely to be 19.54 million tones.  Crops suffered due to sever drought in the month of June, July in various parts of the country, in major coarse cereals  producing states.

Cotton: 

During 2001-02, 87.05 lakh ha. was covered under cotton. However, the coverage and production of cotton during 2002-03 was less as compared to previous year mainly due to drought situation in some states. The estimated production was about 116.90 lakh bales in 2001-02 as compared to 96.52 lakh bales in 2000-2001.  During 2001-02, area under cotton remained similar as the previous year and crop condition was good in all states except Punjab, Haryana and Rajasthan, where it was damaged by pests.

Jute & Mesta: 

            The area coverage under jute and mesta is reported to be 1.08 million ha during  year 2001-2002 compared to 1.02 million ha during 2000-01..

Sugarcane: 

            The  advance estimates of Sugarcane production during 2001-02 is 292.2  million tones.  The production target of sugarcane for the year 2002-03 has been fixed at 320 million tones.  It is expected that the target of sugarcane production may not be achieved because of the sugarcane growing states of the country faced the dry spell from July to August, 2002 which is the growth period of the sugarcane crop.

Crop Production Oriented Schemes: 

            During 9th Plan Crops Division has implemented various crops schemes namely:- 

i)                    Integrated Cereals Development Programme in Rice based Cropping Systems Areas (ICDP-Rice)

ii)                   Integrated Cereals Development Programme in Wheat based Cropping Systems Areas (ICDP-Wheat)

iii)                 Integrated Cereals Development Programme in Coarse Cereals based Cropping Systems Areas (ICDP- Coarse Cereals)

iv)                 Sustainable Development of Sugarcane based Cropping Systems (SUBACS)

v)                  Special Jute Development Programme (SJDP)

vi)                 Intensive Cotton Development Programme (ICDP/Technology Mission on Cotton) 

From October, 2000 these schemes except Mini Mission-II of Technology Mission on Cotton have been subsumed under Macro Management  Programme with a view to provide flexibility to the States according to regionally differentiated needs of the States.  However, Central Sectors Schemes of Rice, Wheat and Coarse Cereals have been phased out from the year 2002-03. 

Intensive Cotton Development Programme under Mini Mission-II of Technology Mission on Cotton: 

            In view of lower yields & poorer lint quality of cotton as compared to many other countries, the Government of India is implementing a Centrally Sponsored Scheme of Intensive Cotton Development Programme (ICDP-Cotton) under Mini Mission-II of Technology Mission on Cotton (TMC).  ICDP-Cotton is being implemented during 2002-03 in 13 States viz. Andhra Pradesh, Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal and Tripura. 

            The aim of the scheme is to increase the production and quality of cotton.  Scheme provides assistance for extension  development activities viz. technology demonstrations, training, supply of critical inputs like seed, sprayers, pheromone traps, bio-agents, sprinkler / drip irrigation equipment, etc.

            During 2002-03, an amount of Rs. 200000 thousand have been allocated under ICDP-Cotton as Central Share.

Centrally Sponsored Scheme on “On Farm Water Management for increasing Crop production in Eastern India”: 

            A Centrally Sponsored Scheme on “On Farm Water Management for increasing Crop production in Eastern India” has been launched during 2001-02 for implementation in all the districts of the states of Assam, Arunachal Pradesh, Manipur, Mizoram, Orissa, Bihar, Jharkhand and Chattisgarh.  Besides, 35 districts of eastern Uttar Pradesh and 9 districts of West Bengal have also been included in the scheme.  The objective of the scheme is to increase the production and productivity of not only Kharif and rabi/summer rice but also to facilitate the farmers to adopt diversified agricultural activities.  The primary purpose of the scheme is on the exploitation of ground/surface water and its efficient utilization for increasing productivity in the eastern region resulting ultimately in fetching higher income and reduction in poverty of the farmers of the region. 

            The scheme is for individual/groups of farmers of the region.  The main components of the scheme are: 

  • Assistance for installation of shallow tube wells with pump sets for individual / groups of farmers;
  • Assistance for electric/diesel pump sets for individual farmers;
  • Assistance for community lift irrigation points (LIP) to groups of farmers; and
  • Assistance for dug wells in the plateau region only.

 The scheme is a back ended credit linked one and is being implemented through NABARD in coordination with the state governments.  The funding pattern of the scheme is 20:50:30 basis i.e. 20% of the average cost to be contributed by the beneficiaries , 50% as bank loan and remaining 30% as assistance from Government of India.

             During 2002-03, an amount of Rs. 11,50,000 thousand have been allocated under the scheme as GOI subsidy is made available to NABARD for implementation of the scheme.

This programme on “Varietal Diversification and Popularisation of recently evolved technologies” for implementation under Macro Management Scheme during Xth Plan Period on 100% financial assistance by Government of India have been agreed by Planning Commission.
