Research and Development in Post Harvest and
Processing Technology on Oilseeds, Pulses, Oil Palm and Maize.
The plan scheme for the Post Harvest Technology (PHT)
for Oilseeds, Pulses and Maize was brought under the purview of the Technology
Mission Oilseeds, Oilpalm, Pulses &Maize, DAC. The objective was step up
the production through efficient scientific processing for realizing the
ultimate objective of self-reliance in edible oils and other crops and
bringing about a position of zero imports.
The significant achievements under the schemes
during IX Plan are given as under:
Research and
Development (R&D) Project:
Under this activity 104 projects were approved during IX Plan period, out of which about 100 projects have been completed and remaining 4 projects would be completed by end of this financial year.
Under this activity the major technologies developed during IX Plan are as under:-
(i)
1 TPD Modern Oil Expeller developed by Mechanical Engineering
Research and Development Organization (MERDO), Ludhiana.
(ii)
Refining of Rice Bran Oil- Two processes developed by Regional Research
Laboratory Trivandrum. (RRRL-T) and Indian Institute of Chemical Technology,
Hyderabad, (IICT-H), one using a
chemical and second one, using enzyme.
(iii)
Technology
package developed by Regional Research Laboratory, Trivandrum for Red/Refined
Bleached deodorized(RBD), Palmolein and vegetable oil blend.
(iv) Dry Milling Maize Technology developed by Central Food
Technological
Research Institute (CFTRI), Mysore.
(v)
Nutrient Management Protocol developed by Jamia Hamdard, New Delhi for
increase in productivity of oilseeds and pulses.
As per mandate of the Scheme, the technologies developed have to be transferred to the field/industry for commercial use. TMOP&M, DAC has transferred these technologies to the fields/industries. The significant achievements are described below:-
Technology Popularization/Demonstration Programme:
The
indigenous technologies developed through R&D programmes are popularized
by setting up demonstration units in industries with partial grant-in-aid
assistance from TMOP&M, Department of Agriculture and Cooperation. The
partial grant-in-aid assistance is provided in the form of plant and
machinery. The major projects
implemented were as follows:
I.
Establishment of 4 demonstration units of palm oil mills of 2.5 Tonne
FFB per hour expandable to 5.0 T FFB per hour capacity one each in the states
of Gujarat, Goa, Tamil Nadu and Orissa:
Out of 4 units sanctioned during IX Five Year Plan, of which 2 units of
palm oil mill one each in Gujarat, in favour of Shree Kalyan Agri. Crops and
Processing Cooperation Society Ltd. and
Goa in favour of M/s Godrej Agrovet Ltd. have been commissioned.
II.
Modernization of huller rice mills: Under the Scheme, 1036huller in U.P.
and 200 huller rice mills each in Manipur and Tamil Nadu have been modernized
during the IX Plan.

Establishment of demonstration unit of
Red Palmolein RBD
(IV)
Palmolein and
Vegetable Oil blends: Regional
Research Laboratory, Trivandrum has developed a technology package for
processing of crude palm oil for production of red palmolein, RBD palmolein
and vegetable oil blend and one
unit at Pothepalli, Andhra Pradesh to M/s
Goderej Agrovet Ltd; has been identified and commissioned during
August, 2003.
(V)
Establishment of 1 TPD Oil Expellers
for production of pungent mustard oil in the country: The target of 100 1TPD Oil Expellers during IX Plan, has
been fully achieved. 20
nos. of such units to Assam, 65 nos. Manipur and remaining 15 nos. of these
units to the States of Haryana, Punjab, Rajasthan, UP etc. were supplied.
(VI)
Refining Units for Rice Bran Oil:
4 units were sanctioned during 2001-2002, out of which one each in the
States of Haryana, Punjab and Andhra Pradesh has been commissioned and one was
de sanctioned and allotted to other beneficiary which was commissioned during
2003-2004.
Achievement During X Plan (Till Date )
A. Physical
During
the first year of the X Plan i.e.
2002-2003 and during the current financial
year
as on date , programmes were taken up based on the EFC approval of IX plan:

The
programme sanctioned during 2002-2003 are on completion stage and others under
implementation:

Beneficiaries were identified for taking up refining of rice bran oil during
2002-2003.

Beneficiaries were identified during
2002-2003.
Out
of 17 beneficiaries identified for taking up Rice Bran Oil Refining Plants, 15
have been commissioned and remaining 2 units would be completed by end of
current financial year.

Beneficiaries were identified for taking up RBD/Red Palmolein projects during
2002-2003.
·

Beneficiaries have been identified during 2003-2004.
Out
of 5 projects approved for establishment of Red Palmolien Plants of which 3
units has been formally
commissioned and remaining 2 units are ready for commissioning by the end of
this year.
·
About
900 huller rice mills have been modernized in the states of U.P., Tamil Nadu
and Manipur during first 3 years of X Plan.
On-going
spill over programme of two palm oil mills, one each in Tamil Nadu and Orissa
from IX Plan has been taken up, out of which one Palm Oil Mill in Tamil Nadu
has been commissioned and in Orissa is under implementation.
Financial
Achievements during IX Plan Period: For IX Five Year Plan an outlay of
Rs.370000 thousands was approved by the EFC and reduced at RE level to
Rs.348000 thousands. Against this an amount of Rs.341624 thousands had been
released during IX Plan.

The Planning Commission in their exercise of rationalization of the planned scheme, identified this scheme for weeding out and consequently no allocation has been provided under the scheme for the year 2005-06. However, in view of the importance of Research and Development in Post Harvest Technology in Oilseeds, Pulses & Maize, ministry of agriculture has requested Planning Commission to reconsider its decision and allow to continue the scheme during remaining period of the 10th plan. The Planning Commission has not agreed to continuance of the scheme except incurring commuted expenditure, if any, under the scheme during 2005-06.
