New Policies Initiation In Seed Sector
New Seeds Bill
Based on the changes that have taken place in the seed sector since 1966, the existing Seeds Act, 1966 is proposed to be replaced by a suitable legislation. The draft Seeds Bill, 2004 have been introduced in the Parliament. The revision of existing Seeds Act is proposed to:
Overcome its present deficiencies.
Create facilitative climate for growth of seed industry.
Enhance seed replacement rates for various crops.
Boost the export of seeds and encourage import of useful germplasm.
create conducive atmosphere for application of frontier sciences in varietal development and for enhanced investment in research and development.
Implementation of Legislation on Plant Varieties and Farmers’ Rights Protection
The scheme for implementation of Legislation on Plant Varieties and Farmers’ Rights Protection was launched during the Ninth Five Year Plan. The Bill was passed by both the House of Parliament and was assented to by the President of India in October, 2001. The implementation of this legislation involves the setting up of a Plant Varieties and Farmers’ Rights Protection Authority which will give effect to the provisions of the Act. The Cabinet in its meeting held on 2nd September, 2004 while considering the cabinet Note on the PPV &FR Authority, approved the proposal for creation of the post of Chairperson of the Authority in the rank of Secretary, Government of India. The Chairperson shall be appointed by the Central Government on the basis of a panel of names recommended by a Search Committee.
Use of Biotechnology in Agriculture
The development of Biotechnology has opened many vistas in the field of agricultural and medical sciences. The Department of Agriculture & Cooperation has appointed a Task Force on Application of Biotechnology in Agriculture under Dr. M.S. Swaminathan, the inter-ministerial consultations on the recommendations of the Task Force has been completed and the report has been examined for final decision.
Farmers’ representation in organizations controlling supply of seeds
The National Common Minimum Programme (NCMP) of the United Progressive Alliance (UPA) Government provides that farmers will be given greater say in the organizations that supply inputs to them. It was decided to identify all Central organizations that supply inputs and have the composition of such organization reflect much greater farmers’ participation in their Boards. It was further decided to persuade State Governments also to do likewise.
